    Inside Tips on Driving The New Highway

    Driving the new San José – Caldera highway can be a pleasure. It is pothole free, is well marked, has slow vehicle ramps on hills and takes your from Chepe (San José) to the Puerto (Caldera/Puntarenas) in less than an hour.

    But, there are some things you have to be aware of before you set off on the new highway.

    1. Tolls. In total there are four toll booths from San José to Caldera: Ezcazú (¢320_, Guacima (¢480), Atenas (¢640) and Pozón (¢490) for a total of ¢1.930, each way. Not having enough money on hand can leave you stranded on the highway.

    2. Slow drivers. The highway seems to be filled with slow drivers, drivers who insist on going 40 km/h where the maximum speed posted is 70, 80 and 100 km/h. These slow drivers create major traffic congestion in areas where there is no passing or slow traffic ramps. See Mystery of Slow Drivers On San José – Caldera Highway Solved

    3. Drivers do not move over. Costa Ricans are known for their “king of the road” attitude. They will not pull over, use the slow traffic lane where available or allow passing in spite. So, always be wary of slow moving traffic. Always assume that around the corner is a yatzu waiting for you to rear end him or her.

    4. No service stations. Before setting off on the new highway, make sure, and I can’t stress this more, that you have a full tank of gas. There are no gasoline service stations on the highway and the nearby ones are in towns like Atenas, Orotina and Guacima. Walking to get gas from those points is an adventure in itself.

    5. It’s dark at night. In sections between La Sabana and Piedades, at the toll booth centres and some sections between Pozón (Orotina) and Caldera are illuminated, but the rest of the highway is not. It gets dark out there and there are populated areas to fill the night sky. Make sure you carry a flashlight in case you get stuck. And with that thought in mind, make sure you have reflective clothing, tape, etc in the trunk to let other drivers see you in the pitch dark of night.

    6. Watch your speed. Although the highway has posted speed limits, the road is conducive to speeding. There are some sections of the highway that you can easily top 120, 140 even 150 km/h. But, guess what? The traffic cops have figured that out also. And have posted themselves in unlikely places, with radar in hand, waiting for you. For the now the fine can be around ¢20.000 colones or the cost of a lunch, depending on the traffic cop, but come March 1, if the new Ley deTránsito goes in effect, that fine could be ¢200.000 and points or dinner out with the whole family, if you know what I mean.

    7. Toll booth operators. By and large the majority of the toll booth operators on the new highway are courteous, greet you with a good day or evening and bid you a “buen viaje” (good trip), just like the electronic sign in says. But some, well, don’t even look at you, continue their shouting conversations with other attendants and make you feel that you are bothering their life, even after spending endless minutes in traffic waiting to pay the toll. And if you are one of those driving a van, be prepared to pay more at some toll centres, as they hit you with a “big vehicle” story.

    8. And on tolls. I am not sure who is the genius behind the toll fares. Why not just make it ¢300 at Escazú, ¢500 at Guacima, ¢600 or ¢650 at Atenas and ¢500 at Pozón. No, sir. It has to be ¢320, ¢490, ¢640 and ¢480 (respectively), which means having to fumble for those pesky ¢5 and ¢10 coins, then have to wait while the toll operator counts out each coin or wait to get change back from a ¢1.000, ¢2.000, ¢5.000 or ¢10.000 note. (Can’t wait until the ¢20.000 and ¢50.000 notes come out, to pay for a ¢320 toll). For the sake of Pura Vida, just round out the tolls to the nearest ’100′, it will work out in the end.

    9. On Quick Pass. The Quick Pass is the smart way to cross the tolls. Of course not is you are in Guacima, Atenas or Pozón, since the Quick Pass lanes are also being used for manual payment due to the high volume of traffic. The idea behind the Quick Pass is exactly that “a quick pass”. The electronic sensor reads your approach, takes out the toll from your account, opens the gate and lets you by. But not on the aforementioned three toll stations, where you get in line like the rest of us. I am sure you are wondering what did you ever spend the us$30 bucks for the contraption.

    10. More on Quick Pass. If you decide to splurge on the Quick Pass take note. For one, it can only be obtained from your nearest HSBC branch, where you will be asked to sign up for an account that requires your cedula or passport. Then the cost is us$30 if you are not a HSBC customer (us$15 is a customer). To open an account to save the us$15 be prepared for a banking bureaucracy second to none. I won’t go into that here, want to be fair to the other banks who have been shun out from this lucrative market.

    All in all, barring the whining and complaining, the new San José – Caldera highway, some call it a road, is the next best thing to sliced bread when it comes to travelling to and from the Pacific coast.

    A trip from San José La Sabana to the Puerto Caldera is 52 minutes, traveling to and Jacó is 70 minutes or less (without speeding and normal traffic).To and from Tamarindo, Flamingo, etc is now under 4 hours. San José to Liberia under 3 hours, Playas del Coco 14 minutes more. The southern zone is now more closer than ever, especially with the near completion of the Costanera Sur.

    So, fill up your tank, pocket full of colones and go cruising in Pura Vida Land!

    Under the Blue Flag Ecology Program, the Costa Rican beaches are evaluated on a strict criterion. The beaches are assessed on water quality of the ocean and the drinking water, waste disposal, sanitary facilities, signage, tourist safety, environmental education and involvement of the community in beach maintenance. Only beaches with a 90% score succeed in acquiring a distinction and receiving the Blue Flag. Beaches awarded the Blue Flag are then monitored on monthly basis for sustained maintenance.

    The Blue Flag Ecology Program was founded with the purpose of improving education and information regarding the environment. Since then it has been helping to promote the protection of the natural surroundings and increasing public knowledge in this regard. The proof of this is that every year more and more beach communities of Costa Rica are competing for the Blue Flag and working for the purpose of the Blue Flag Ecology Program. The  success of this program has inspired authorities to expand it to the non-coastal communities.

    The livelihood of most Costa Rican coastal communities depends on its beaches. It is mainly due to  the Blue Flag Ecology Program that tourists and the local communities alike can now enjoy the stunning beaches of Costa Rica without fear of contamination. This has led   the resident community,  tourism  entrepreneurs and the   entire coastal municipality  of  Costa Rica to  participate actively in taking  care of the  beaches  and contributing  effectively to the various educational programs offered under the Blue Flag Ecology Program.

    Few people know that Costa Ricans are among the world’s leaders in life expectancy.Their life expectancy for both men and women is higher than that of the United States. The average life span in 2009 was 79.3 years. Although women outlive men, the overall life expectancy of 79-plus years puts the country in the world’s upper echelon regarding longevity.

    Costa Ricans are the happiest people in the world according to a recent study and this may be the main reason for their longevity. Other contributing factors may be their lifestyle, cradle-to-grave health care system, diet, care-free-live-for-today outlook on life, a lack of stress or some other intangible. Whatever the reason you can probably prolong your life by moving here. I personally know scores of foreigners who say they never felt better after relocating here. Many, in jest, say that it must something in the water that makes them feel so good. I would venture to say that it boils down to the lifestyle. There is something uplifting about living in this fantastic country. People feel revitalized. You would have to spend some time here to understand exactly what I mean. Those who have moved here can surely relate to it.

    I always try to convey the above to the participants on my monthly relocation/retirement tours as one of the most compelling reasons to relocate here.

    Long Live Costa Rica: Ticos are among the world’s leaders in life expectancy 

    You are only given one life and, though efforts might be made to prolong it, life ends in death. In the annals of history, there is one thing no man or woman has ever done, and that is to live forever.

    Timelines: The lines on aged and aging faces – such as those worn by these women at Carlos María Ulloa Home for the Elderly in Guadalupe – tell unique stories of the owners' pasts.

    The good news is that life is lasting longer in almost every country in the world.  In Costa Rica, for example, according to a recently released study by the National Statistics and Census Institute (INEC), the average life span in 2009 was 79.3 years, the highest level of life expectancy ever recorded in Costa Rica. And this increase in life expectancy was accompanied by the country’s lowest-ever infant mortality rate.

    In 2009, 8.84 out of every 1,000 children born perished within their first year of life. Thus, according to INEC, Costa Rica has the lowest infant mortality rate in Latin America and is among the region’s leaders in life expectancy.

    Not long ago, the situation was much different. In 1950, the infant mortality rate in Costa Rica was 93.8 children for every 1,000 births, while the average life lasted only 57.3 years.

    Over the past 60 years, scientific and medical advances have helped prevent death and, thus, prolong life.

    “The biggest success of the 20th century has been a huge decline in mortality everywhere,” said Hania Zlotnik, director of the population division at the United Nations. “From 1950 to today, every country has had a reduction in mortality. In the 1940s and 1950s, good antibiotics were discovered and people began to use them massively, including in very poor countries. As those interventions were scaled up, experts began to think that mortality was going to be totally controlled in the upcoming decades because people would no longer die from common communicable diseases.”

    The ability to control such diseases – including polio, tuberculosis and hepatitis – with vaccinations has, in fact, been the primary driver in extending the average life span worldwide.

    According to the U.N. World Population Prospects report, the world life expectancy in 1950 was 46.6 years, while the infant mortality rate was at 151.9 for every 1,000 births. Today, the average life expectancy worldwide is 67.7 years, with an infant mortality rate at 47.3 per 1,000 births.

    But while immunizations and cures for the most common diseases have propelled life expectancy to new heights throughout the world, social factors also can contribute to the extension of one’s vitality.

    Teaching Oneself How to Live Costa Rica is often lauded for its high literacy rate (around 96 percent) and commitment to education. In a country with a population of 4.5 million, 56 universities and technical schools offer an education beyond the high school level.

    Though education does not directly contribute to longevity, it is generally understood that higher education translates to better health decisions.

    “If the level of education in a country is at a high level, it creates a culture of health that educates people to make better health decisions,” Dr. Ana Morice, vice minister of health, told The Tico Times. “In Costa Rica, health education begins at an early age and is taught through the high school level. The commitment to health is something that characterizes this country and we know that if we want to continue to have long life expectancy and a healthy nation, we have to defend it with education.”

    Morice also alluded to the health care reform legislation passed this week in the United States. Morice said she believes the strength of the health of the Costa Rican population is rooted in the health care that is available to all citizens. Access to health care via the Social Security System (CAJA) was made available to all Costa Rican citizens in 1943.

    Sex education also plays an important role in longevity. 

    African countries, particularly the sub-Saharan nations, have the world’s lowest life expectancies and highest infant mortalities. According to Zlotnik, this is a direct result of the spread of the human immunodeficiency virus, or HIV.

    “We got a shock when HIV, a communicable disease, appeared,” Zlotnik said. “Some of the countries that are highly affected by the HIV epidemic – instead of having a continuous decline in mortality (as in the rest of the world) – have seen increases in mortality due to HIV and AIDS.”

    According to Avert, an international organization for HIV and AIDS Prevention, in 2007 Costa Rica recorded the fewest number of deaths due to HIV and AIDS, with less than 200 people dying due to the virus. Costa Rica and Belize reported the fewest HIV-and AIDS-related deaths in Central America.

    “There are many efforts made towards sex education in Costa Rica,” Morice said. “As students learn more about the risks of sex, the numbers of sexually transmitted diseases and early pregnancies are decreased. This is why the numbers of sexually transmitted diseases are lower here than in many other countries”.

    Women Outlive Men

    In their nationwide study, INEC found that women in Costa Rica live an average of five years longer than do men. The life expectancy of women is 81.8 years, while that for men is 76.8 years. And this five-year differential is broadening, as it is everywhere else in the world. The worldwide average life expectancy for men is 65.4 years, and it stands at 69.8 years for women.

    “Some of the reasons for the longer life expectancy for women are biological and, from her first year of birth, a woman’s health is usually better than that of a man,” Morice said. “Other reasons include mental and physical stress on the body, which tend to be higher for men. At the same time, some factors are environmental. We know that violence, homicides, suicides and car accidents are more frequent among men. Overall, women tend to take better care of themselves.”

    Though women outlive men, the overall life expectancy of 79-plus years in Costa Rica is impressive, putting the country in the world’s upper echelon regarding longevity.

    Of the many things the country does well, the continued push for better education, and better access to, and quality of, health care is adding to both the quality and length of life in Costa Rica.
